清朝平定三藩之乱是谁领导的
马佳·图海和周培公。
康熙十五年(1676年)，康熙帝任命图海为大将军，统辖陕甘征讨大军。王辅臣拥兵自重，以骁勇善战闻名，清将都有点怕他，不敢轻易进兵，他也没把清兵放在眼里，对10万清军围困毫无惧色，目空一切。
图海一到平凉，诸将勇气顿增，纷纷请命攻城。周培公向图海上取平凉策，被召为幕僚，他认真分析了当时的形势提出，陕西关中地区是天下脊梁，吴三桂这次造反不及时从云南取道四川进取陕西，而盘踞在湘鄂之间与荆襄官兵对峙，实在太不会算计。现在，王辅臣起来造反，举足轻重，但他的反叛，是情势所逼和舍不得高官厚禄，这好比白内障患者渴望重见光明，又恰似半身不遂者企求站立行走。如果朝廷派个能说会道的人前去劝诫，王辅臣必然会悬崖勒马，投降朝廷。这样也就用不着兴师动众与他们硬碰硬了。图海闻周培公之言，正中下怀，可是眼前并无合适的人可派。
王辅臣手下参将黄九畴、布政使龚荣遇(周培公奶娘龚嬷嬷的儿子)与周培公均是同乡，曾屡劝王辅臣归降，王举棋不定。他们设法将内部情况写成文字，用蜡丸封闭，密送周培公。周培公利用这一有利条件，自告奋勇，主动请缨，愿冒死进城劝降，说:"如果前去说服了王辅臣，那是大学士的福份;如果遭到不测，自己则死而无怨。"
图海闻听此事后十分高兴，星夜赶写奏本送至京城。康熙皇帝当即传谕周昌进京，并亲自在乾清宫召见。听完周培公的设想后，康熙帝嘉封周培公为参议道台、衔一品，赐穿黄马褂，携带谕降诏书，前往平凉招抚。
图海命周培公携带康熙帝赦诏，再次进城抚慰。王辅臣派龚荣遇率士民代表出城，向图海献平凉名册，其子王吉贞及总兵等上缴吴三桂投递的函札及"平远大将军印"、"陕西东路总管将军印"各一颗，接受清廷招抚。
平定王辅臣陕甘叛乱，不仅解除了朝廷的重大威胁，而且剪除了吴三桂在西北的羽翼。
康熙十六年(1677年)三月、四月，图海招抚了韩城叛军，击败了五盘山、乔家山、塘坊庙、芭蕉园等地的叛军，收复了塔什堡。
康熙十七年(1678年)三月，吴三桂在不断受挫之后，于衡阳称帝，并于当年秋天死去，他最后的一次垂死挣扎也未能扭转局面。清兵却抓住时机在湖南展开大规模反攻，从此叛军一蹶不振。
清朝时期三藩之乱，究竟是如何被平叛的呢？
清朝入关后，以其凶悍敏捷的八旗军风靡天下，迅速建立起对全国的统治。然而，随着生活的安逸，这个曾经的强国很快就变得腐败不堪。1657年，顺治皇帝无奈地说道。"今八旗之民，怠于武事，则兵败如山倒，不若昔日"。1673年，三藩市叛乱爆发。康熙皇帝该如何对待吴三桂呢？吴三桂真的很难对付! 首先，他出生在一个将军家庭，十几岁就参加了战争，打了几十年的仗，有丰富的军事经验。其次，吴三桂手中有一支强大的军队。明朝时，吴三桂曾任宁远军节度使，统领关宁骑兵。入关后，他带领军队参加了北方和南方的战争。在此期间，招募了许多人才，如高德杰、马宝和王平凡。吴三桂的部队人数达到十多万。还有一点很重要的是，与清朝八旗相比，吴三桂的部队经历了很长时间的战斗。他必须与南明的残余势力以及地方首领作战，因此他的部队保持了很高的战斗力。反观清朝，八旗兵的战备和战斗力急剧下降，已经不是当年的部队了。当吴三桂叛乱的消息传到北京后，康熙皇帝立即出兵，任命顺承郡王勒尔金为宁南京口将军，统领八旗大队。之后，康熙帝又派兵南下，由建秦王拉布、北乐善、安秦王悦乐和康秦王介树率领。康熙皇帝几乎动用了所有的八旗兵，但效果甚微，还是在战场上闹出了不少笑话。顺承郡王雷振，出生在一个将军家庭。他的曾祖父代善、祖父萨哈连、父亲乐德勋都是骁勇善战的猛将，打打杀杀，战功赫赫。然而，乐二金是个败类，手握重兵却不敢出战，当他听到吴三桂出兵的消息后，急忙下令将火炮埋在地下，然后撤退，坚守营地，不肯出战。康熙帝再三催促，乐进却要求增援。当然，也不是所有的八旗将领都不优秀，比如，醇亲王奕譞就表现得很好。但总的来说，此时八旗的战斗力急剧下降，尤其是高级将领严重退化，以他们的能力是无法战胜吴三桂的。不过，大家都知道三桂之乱的结果，康熙皇帝最终平定了三桂，他靠的是什么军队？答案是三个字，绿营! 清朝入关之初，大量的明军陆续投降，于是清朝在此基础上正式组建了绿营。在清朝入关过程中，绿营军并非绝对主力，主要起辅助作用。由于八旗的兵力有限，清朝开始招募绿营兵。到顺治十六年，人数已达60万。在六年多的战争中，绿营一直战斗在第一线，承担着反叛乱的主力军作用。同时，绿营还涌现出许多优秀的汉族将领，如著名的 "河西四汉将"，张勇、赵良栋、孙思克、王金宝，以及蔡玉龙、傅鸿烈、许志德、万正社等。在这些将军的领导下，绿营最终平定了叛乱。值得一提的是，虽然绿营由汉人组成，但在旧金山叛乱期间，他们中的大多数人并没有跟随叛乱，而是为清朝而战。此后绿营兵成为清朝的绝对主力，一直保卫着清朝。
